as an indication of commitment to take action, refers to the existence of institutions and policies and laws aligned with the international child rights laws and for the realisation of children’s rights.

1. Legislation provides for right to privacy including data protection.

2. Accessible and enforceable remedies exist to provide recourse to children in cases of privacy violation in relation to: cyberbullying, luring, exploitation online, targeted marketing to children, data mining of children’s online activities, unauthorized uses of their images, protection of their biological data, informational privacy, their ties to family and intimacy, video-surveillance, social media use and their right to be forgotten.

3. A comprehensive national strategy to protect children’s privacy in the digital age is in place.

4. Percentage of all reported complaints reported to specialized human rights institutions in relation to child privacy violations.

5. Percentage of children, teachers, child and youth workers and law enforcement officers, clinicians and social workers trained in relation to child privacy protection laws, programs and policies.

6. Rate of reporting and removal of online child privacy violations by Internet Service Providers and law enforcement.

7. Percentage of male and female child and adolescent internet users who interacted online in the past 12 months with persons they had not met before in person, by sex and age. (INSPIRE indicator)

8. Percentage of children who report having been victims of cyberbullying in the past two months.

9. Percentage of children in primary and secondary school who feel safe reporting an incident of cyberbullying to school officials.

10. Percentage of children living in households where data privacy principles and social media use rules are discussed and respected.

11. Percentage of children in care, in custody, in schools, in hospitals who report that their privacy is respected in that institutional setting.
