1. The child’s right to freedom of thought, conscience and religion as guaranteed in Article 14 is explicitly recognized in legislation which provides adequate and effective guarantees to all without exclusion or discrimination.

2. The only permitted restrictions on the right to freedom of thought, conscience and religion are imposed by law and are consistent with Article 14(3).

3. Measures have been implemented to prevent any violence against children’s activities in relation to freedom of thought, conscience and religion.

4. Measures have been implemented to ensure that religious and moral education (included ‘conscientious objection’ to military training) in institutions of care and education respect children’s own existing and evolving convictions.

5. Measures have been implemented to ensure that no person, individually or collectively, are compelled to receive religious and moral instruction inconsistent with their convictions on the basis of parental authority without considering the age and maturity of the child.

6. Mechanisms and institutions exist in order to properly enforce Article 14 included sanctions for violations.

7. Mechanisms exist in order to make complaints from children regarding breaches of their right under Article 14.

8. National awareness campaigns have been undertaken to promote religious tolerance, respect for people of different religious commitments and dialogue in society.

9. Policy measures, protocol, and pre- and/or in-service training are in place to guarantee the children’s freedom of thought, conscience and religion in institutional settings, for example, and not limited to, custodial, formal systems of education and care, and correctional institutions.
