(6.1) The Committee on the Rights of the Child has interpreted Article 12 to include children from the earliest ages, arguing that the onus is on adults with responsibility for children to ensure that they explore different approaches to listening to children of all ages.

(6.2.) The Committee on the Rights of the Child has emphasized the necessity for individual children to be heard, for example, in the family, in health care and in the courts, and also for children collectively to be heard in matters of policy, legislation, service development and resource allocation that affects them.

(6.3) The Committee on the Rights of the Child has interpreted ‘all matters affecting them’ to include issues not necessarily included within the CRC.

6.7 The right to have the free specialized assistance for children with speech or other disabilities impairment to understand the language used in the process
6.8 The right to appeal and to see their conviction and sentence being reviewed by a higher tribunal, according to Article 14(5) of the ICCPR

It is important to distinguish between consent to treatment and access to medical counselling. The Committee on the Rights of the Child recommends that governments introduce age limits below 18 years, when children are enabled to give consent to medical treatment.
